PORTLAND, Ore. (KOIN) — The search for a man who went missing after his row boat capsized on the Willamette River has been called off, officials said.

At 8:15 a.m. Sunday, Clackamas County water rescue teams were called to the Milwaukie boat ramp at the Willamette River in response to a capsized row boat with one man in the water.

About 45 minutes into the operation, the search was changed from a rescue to a recovery.

Due to “extremely hazardous conditions,” the search was called off at 11:30 a.m. for the safety of the divers.

The Clackamas County Sheriff’s Office said the missing man was identified as Jorge Luis Echavarria-Ortega, 43, of Portland.
