PORTLAND, Ore. (KOIN) – A 25-year-old man is accused of dropping his 5-week-old son on his head and throwing him into a chair.

Samuel Dominick Phelps is charged with the criminal abuse of a newborn, police confirm. The child remains hospitalized but is expected to survive.

Phelps intentionally injured his 5-week old son by dropping the boy on his head and throwing him into a chair this past weekend, police told KOIN 6 News.

According to court records, Phelps has been living with his 19-year-old girlfriend in Northeast Portland since July. When reached by phone on Wednesday, Phelps’ mother hung up on KOIN 6 News and declined to comment.

He was arrested Tuesday at Randall Children’s Hospital at Legacy Emanuel Medical Center by detectives assigned to the Multnomah County Child Abuse Team.

The case is being reviewed by the Multnomah County District Attorney’s Office. Phelps is scheduled to be arraigned at the Justice Center on Wednesday afternoon.

Records show that Phelps was convicted of failing to register as a sex offender in Washington County in Nov. 2015.

Phelps was charged with one count each of first-degree assault, second-degree assault and first-degree criminal mistreatment. He remains in the Multnomah County Detention Center with bail set at $505,000.
