Man arrested in deadly NW Portland shooting

PORTLAND, Ore. (KOIN) — A 48-year-old man is charged with murder in connection with a deadly shooting in Old Town late Sunday, police said.

Reports of the shooting at NW 4th Avenue and NW Davis Street came in at 10:20 p.m.

Officers arrived and found a woman with a gunshot wound to the leg, who was taken to OHSU for treatment, and a man who was pronounced dead on the scene.

The victims were later identified as 50-year-old Chester Eugene Newborn and 52-year-old Wendy Dannette Mustacci.

Minutes later, officers apprehended Thomas Lincoln Dorris at a gas station near the intersection of W Burnside Street and SW 4th Avenue, according to police.

Dorris was booked into Multnomah County Detention center Monday morning.

Investigators say they believe a drug deal led to the shooting.

“The investigation is ongoing, but at this time detectives have no indication that this incident is related to any of the Pride Portland activities,” Sgt. Greg Stewart said.

Court documents show Dorris was convicted of 2 counts of first-degree sexual abuse and one count of third-degree sexual abuse in May 2001. He was subsequently ordered to register as a sex offender for 10 years.

He was also convicted of first-degree burglary in December 2008. By February 2010, he took a diversion class for a DUII, according to court records.

Most recently, Dorris was issued a traffic ticket on June 10 after being pulled over near SE Stark Street and SE 82nd Avenue. He is scheduled to appear in traffic court for the violation later next month. According to the officer’s report, a sleeping bag was found in the back of his car.

He is expected to be arraigned in court Tuesday afternoon.
