Man gets 20 years for killing his cousin

PORTLAND, Ore. (KOIN) – A 53-year-old man was sentenced to 20 years in prison for shooting and killing his cousin.

William Palmer Heyser pled guilty to first-degree manslaughter and being a felon in possession of a firearm.

His sentence calls for 20 years in prison. He will be eligible for time off for good behavior, after serving the first 10 years as Measure 11 time. If he earns all of his time off for good behavior, he will still serve 18 years in prison followed by three years of post-prison supervision.

Police arrested Heyser in March 2015 after the responded to reports of a shooting in Northeast Portland.

When they arrived, they found Arthur James Palmer III, 46, dead from a gunshot wound to the head.

Detectives with the Portland Police Homicide Detail say Palmer and his cousin, Heyser, were involved in an argument and that Heyser ended up shooting Palmer with a shotgun. Heyser and Palmer had lived next door to each other.
