Inmates lodged in Marion County Jail following escape

SALEM, Ore. (KOIN) — Both inmates who escaped from a Mill Creek Correctional Facility earlier this week were captured Thursday, police said.

An Oregon State Police Detective spotted Justin Carnes and William McGinnis Thursday afternoon in south Salem. A foot chase ensued but police lost the 2 inmates. A perimeter was set up around Kuebler and Sunnyside. Carnes was eventually found hiding in a backyard.

McGinnis was still on the loose for hours.

A citizen recognized him from his neck tattoo in a McDonald’s near Commercial Street and Kuebler Boulevard.

The witness called 911 and kept law enforcement updated as McGinnis walked into a nearby Applebee’s restaurant, police said.

Police arrived and McGinnis fled through the Applebee’s kitchen area.

He was captured after running out the restaurant’s back exit.

Both Carnes and McGinnis were lodged in Marion County Jail.
