PORTLAND, Ore. (KOIN) — A Hazmat crew at the scene of a suspicious letter closed St. Clair between Yamhill and Burnside in Southwest Portland.

A woman at the St. Clair Apartments opened a letter from a prison in Tennessee and found a white powdery substance. She called 911.

Hazmat crews checked and determined the substance was not toxic, but did not say what it was. The emergency crew cleared the scene shortly after arriving.
