PORTLAND, Ore. (KOIN 6) — Police say they found 39 fake $20 bills during their investigation into a woman who reportedly tried to pay for pizza at “City Fair” with a counterfeit bill.

Sandy Marie Surface, 42, will be arraigned Tuesday on a grand jury indictment that charges her with 43 different counts.

Records show Surface is charged one count of each of first-degree forgery, third-degree theft and unlawful possession of methamphetamine. She is also facing 40 counts of first-degree criminal possession of a forged instrument.

The investigation started when a Portland Police officer was flagged down while working “City Fair” on May 30 by an employee who said a woman, later identified as Surface, tried to pay for a slice of pizza with a fake bill, according to court records.

The employee gave the bill to the officer who “noted that the texture of the bill felt thick and rough and it was missing the standard watermarks,” Multnomah County Deputy DA Elisabeth A. Waner wrote in an affidavit.

When the officer arrived with Surface at Central Precinct, he located “what appeared to be more counterfeit $20 bills where (Surface) had been seated.” Another officer counted and discovered there to be 39 fake bills, Waner wrote.
