PORTLAND, Ore. (KOIN 6) – Detectives with the Portland Police Bureau’s Homicide Detail filed charges late Friday against a 22-year-old man accused of killing a man in Southeast Portland.

Randy Alexander Williams was found Jan 8, 2015 at an apartment complex in the 900 block of Southeast 162nd Avenue. Portland police said East Precinct officers and medical personnel were dispatched to the scene around 8:30 a.m. after getting reports of an unconscious man in the parking lot.

Portland police, and a Multnomah County grand jury, filed charges of murder and felon in possession of a firearm against Michael Aaron-Wyatt Mininger. Court records show the grand jury’s indictment was filed Jan. 23. Mininger was arrested Jan. 15, 2015 in North Portland in the afternoon on a parole violation. Court records show that Mininger, whose last known address is in Southeast Portland, entered a guilty plea Feb. 28, 2013 to one count each of third-degree robbery and third-degree assault. Details of that incident were not immediately available, but records show it occurred in Oct. 2012. He was given three years of probation.

Portland police said when officers found Williams, he was unresponsive and was immediately transported to a local hospital, but he died. At the time of his death, police said Williams was believed to be homeless, but he once lived in Gresham.

The Oregon State Medical Examiner’s Office reported that Williams died as a result of a gunshot wound to the head.

Police have not released any details about the motive to the killing.

Mininger has been held in the Multnomah County Inverness Jail since his arrest. He is scheduled to be arraigned Monday afternoon at the Justice Center. Court records also show he has a probation violation hearing Tuesday before Judge John A. Wittmayer.

Williams’ death was the first homicide in 2015.
