PORTLAND, Ore. (KOIN) — A man previously convicted for rape in Portland was arrested in Seattle for allegedly exposing himself to children at a park.
Joseph Porter is now charged with a felony sex crime in Washington. In 1985, he was convicted of felony rape, robbery and burglary in Oregon before moving to Washington.
Porter, 48, has been arrested 87 times over the past few decades.
He was arrested when parents saw Porter urinating outside a restroom at a Seattle park and yelling, “Look at me.”
In Washington state he has been convicted of felony failure to register as a sex offender. Among his 87 arrests are 41 gross misdemeanor and misdemeanor convictions including indecent exposure in 2003 and 2006.
Despite this latest felony sex charge, he is not eligible for Washington’s three-strike law. That law carries a life sentence.
