Ex-con jailed on kidnapping, attempted murder

SCAPPOOSE, Ore. (KOIN) — A convicted sex offender is in the Columbia County Jail after allegedly kidnapping and attempting to kill a woman he met while fishing.

Michah Leroy Bills was arrested after a 911 call was made by a resident around Wikstrom Road near Highway 30 in the Scappoose area. The caller said a man was running his vehicle into a woman, then left the woman and drove away.

“I went outside to have a cigarette and I saw all these cop cars up here and then I saw one at the dike entrance across the street,” neighbor Hayley Larsen told KOIN 6 News Tuesday. She lives on Wickstrom Road and saw the ambulance arrive around midnight.

The woman was left outside the Scappoose Church of Christ, and Minister Wes Larson said it’s unsettling.

“In fact I just sent an email to one of our elders because we have these markings right outside our driveway. It’s a little disturbing.”

The woman, who was taken to a Portland hospital for treatment, told investigators she met Bills early Sunday evening while fishing in the area. She did not know him before, police said, and she is expected to recover.

“It could have been a lot worse,” Undersheriff Andy Moyer said. “For what happened to the victim, from what we know, the victim’s injuries could have been a lot worse.”

In 2007, Bills, 32, was convicted for attempted first-degree sex abuse.

He now faces charges of attempted murder, first-degree kidnapping, two counts of attempted first-degree kidnapping, assault in the fourth degree, three counts of first-degree attempted assault, first-degree attempted rape, coercion, menacing, four counts of unlawful use of a weapon and delivery and possession of cocaine.
